It depends upon he competition and on the event. Where I go, the judging panel sits in a row, facing the ring, for events like kata and breaking. The number in each panel may vary, but five is the norm. For sparring. I always see five judges. The head judge stands between the fighters and runs the ring, much like a boxing ref. The other four judges are each stationed at a corner of the ring, but they will move to get a clear view.
