I'd think this would be substantial enough to run the game.
Windows 7 Ultimate 64-bit
AMD A6-3650 APU (Quad Core 2.6GHz) Processor with integrated Radeon HD 6000 series graphics
8gb ram
Radeon HD 6570
Asus F1 A75-M Pro motherboard.
I'm getting around 20 fps on high settings. I even tried Auto settings and it got the same thing.

It's enough to run the game, but unfortunately not on high settings. I have an HD 6850, and it doesn't even run the game smoothly at high settings at 1080p resolution ( about 30 fps)
Try manually turning down the details and/or resolution of the game until it look smooth.
